Job Description
Job Purpose
Our client is looking for the following:
To Manage the financial planning function and performance of Projects within CED to ensure the efficient co-ordination, proper structuring and efficient capital expenditure and provide guidance regarding financial management and project accounting..
Outputs
1. Manage The Business Planning And Performance Of Projects By:
Interpreting of ISEP plans for business planning and budgeting initiatives
Analysing Business Case requirements and determining the budgetary requirements in terms of the Expenditure Release Approval.
Coordinating and evaluating short & long term financial plans in respect of the business and the execution thereof within planned parameters
Determining and defining the auditing and control of performance standards against which the project will be evaluated
Prepare long and short term Financial targets and monitor compliance and reporting deviations
Manage the implementation of Budget process for the project/s
Provide expert guidance to ensure that the budget achieves the project/s overall objectives
Liaise with other Divisions to ensure that the requirements of organisation are included in the financial plan and annual budget
Analyse the final budget with KPIs and previous performance
Prepare submission to various Boards
Monitor compliance to the Expenditure Release Approval throughout the lifecycle of the project/s
Perform post implementation audits (completed projects) to determine accuracy of assumptions and costs
Facilitate the implementation of business processes and governance structures to provide a functionally effective financial management and control of capital expenditure
Ensuring the establishment of appropriate work breakdown structures in SAP to supply clients with detailed costs per project
Monitoring and enforcing adherence to policies and procedures
Develop and ensure compliance to insurance policies, procedures and processes
2. Manage And Advise On All Business Reporting Pertaining To The Project/S Strategic Short, Medium And Long Term Plans
Ensure that the projects Business Reporting process is efficient, effective and timeously completed
Interpret economic changes, , determine financial impact and adjustments required on budgets, inform management and assist with the implementation
Evaluate risk and determine financial impact
Recommend corrective actions and implement
Managing and communicating capital expenditure results by evaluating the actual performance against set targets and budgets
Monitor projections according to the project/s activities and approved budget
Review, adjust and approve year-end projections
Ensure that project costs are in the format and detail required by clients
continuing liaison with clients office regarding budgets, actual expenditure as well as year end projections
3. Manage Business Performance Feedback Process By:
Preparing monthly business performance pack for presentation to management.
Interacting with all stakeholders and Enterprise Finance to ensure an
error-free and value added assessment of total performance on the projects
Facilitating corrective action workshops to address areas of financial risk that are a threat to the Project/s image or its stated financial goals and objectives
Providing feedback on the performance of financial risk mitigating strategies
4. Resource acquisition by:
Determining the manpower needs as dictated by the project requirements
Specifying the competencies, Knowledge & Skills required in the job
Developing a plan for the acquisition of resources in consultation with Project Managers to meet the project plans
Assisting the project managers in managing the output of team
Monitors team performance against projects targets
Ensures staff are appropriately trained and allocated to the work
Contributing and actively participates in Enterprises management meetings and other forums
5. Business capacity building and skills transfer by:
Analysing Internal Skills requirements and challenges for project/s to achieve on the project objectives
Identifying training and developmental needs
Formulating specific solutions to address the identified challenges by developing plans to address the challenge
Provide development roll out plan to HR
Implementing the strategies and monitoring the success thereof
Identify coaches and ensure that coaches for newly appointed staff and trainees are available
Developing on the job training programs;
Advising on the development and implementation of personal development plans and formailising career path development
Monitor the progress on the development and appraisal progress
6. Manage Staff And Section Performance
Interpret business units business plan and determine KPA and KPI to achieve on the plan
Conduct planning sessions to get input from staff regarding the KPA and KPI in order to achieve on the business plan
Communicate performance standards and desired outcomes and constantly monitor performance against the KPIs
Empower staff through delegation and Monitor progress of staff and sections performance against business plan objectives
Recognise and reward excellent performance
Implement corrective actions in cases of non-performance
Give feedback and / or counselling, coaching and training
Monitor the Project/s performance against the KPIs set by Mancom
7. Provide financial & professional guidanace and advice to line management & project managers by:
Ensuring that accounting policies and procedures are implemented to govern the creation and acquisition of new assets
Provide advice and support to the various Committees and designing strategies to meet financial target
Qualifications of the Candidate
Requirements
Bachelors Degree in related field
7 Years experience
