Job Description
Our Client is looking for the following:
To provide a Supply Chain Management service to Brown / Greenfield Capital Projects, extending from the pre-feasibility phase throughout execution, commissioning and closure of the project life cycle. This entails the formulation of contract strategy, procurement planning and the coordination of the overall procurement processes for the placing of contracts for a project
Outputs
1. Provides Contract / Procurement -strategy ,- Planning and direction by:
Providing strategic advice and consulting on commercial direction to the Project Manager, Project Development Department and the Capital Optimisation Team during the feasibility phases in formulating the contract strategy by applying Total Cost of ownership, Strategic Sourcing, Fact bases on supplier networks and user requirements across projects.
Prepares and aligns the procurement plan of the project with the overall program of the project by Identifying all deliverables, activities and milestones. Ensures that target days are realistic in terms of the supplier market
Developing appropriate Commercial evaluation criteria and measures for the Project to ensure that the contracting objectives are met including the maximisation of local content and preferential procurement
Performs an overall procurement/ contracting risk assessment and selects the appropriate NEC contractual conditions to mitigate risk.
2. Supply Chain Management, -Consulting and- Resource management to the Project by:
Ensuring compliance to Eskoms standards, policies and procedures
Evaluate policies, standards and procedures and recommend customisation where applicable to enhance the procurement process for the project.
Manage the implementation of sound procurement practices to minimise costs.
Solve problems concerning procurement practices and activities in assistance to the project.
Source the necessary legal advice on contractual issues on behalf of the project.
Renders a professional service to the Tender committee of the project
Present recommendation reports to the relevant procurement committees on behalf of the project.
Approve orders for goods and/or services within the confines of the purchasing policies and delegated authority.
Implement and control ethical procurement practices.
Balancing project objectives and procurement objectives
3. Coordination of Project Procurement activities , by
Consulting with Capital Procurement Manager and Commercial Management to schedule, resource and plan the Expert teams, team requirements for RFQ/RFI/RFP-, evaluation & adjudication-, Negotiation-, Contract & Risk- and the Implementation on SAP & Forex phases of the procurement process of the project.
Participating in the Expert teams and procurement stages by monitoring progress, providing feedback to the Project management and re- planning the procurement process in order to achieve the overall program project leading and optimising dedicated teams of engineering buyers and other resources during the enquiry process.
Directing site buyers on activities to support the project
Obtaining advice on contractual terms the commercial outputs needed by evaluation and adjudication expert teams and committees.
Providing project management support with a procurement focus including prior and post review of all procurement documents.
Balancing project objectives and procurement objectives.
Providing assistance during procurement processes with regard to technical specifications and contractual implications.
4. Performs Stakeholder Relationship Management by:
Managing enquiry process with tenderers
Ensuring all internal customers including CED Executive Management is appraised of all developments on the enquiry process.
Ensuring all committees are timeously given documentation for consideration to achieve the required resolutions for all the contracts associated with a particular project.
Guiding compilation of contracts in line with resolutions obtained.
Doing close outs on enquiry process and informing tenderers and internal stakeholders accordingly.
5. Manages resources by:
Consulting with Capital Procurement Manager and the Commercial Management to source teams for RFQ/RFI/RFP evaluation & adjudication expert team, Negotiation expert team, Contract & Risk expert team and the Implementation on SAP & Forex expert team.
Leading and optimising dedicated teams of engineering buyers and other resources during the enquiry process.
Directing site buyers on activities to support the project.
Obtaining advice on contractual terms.
6. Coordination of Project Procurement activities (Continued)
Progress and providing feedback to the project in order to achieve the overall timeline of the project. If necessary re-plan the process to achieve the project plan.
Ensures that the Expert teams integrate with the Technical and Engineering disciplines of the project on issues of design and specifications and that Expert teams have the necessary technical expertise.
Ensuring all adjudicating committees are timeously scheduled and documentation for consideration to achieve the required resolutions for all the contracts for the particular project meets the quality requirements
Providing project management support with a procurement focus including prior and post review of all procurement documents
7. Performs Stakeholder Relationship Management by
Regularly liaising with key suppliers and participating in supplier assessments / appraisals and Supplier Communiques
Participating in Win /Loose Review feedback sessions with suppliers
Participating as a member of negotiation teams.
Attending project management reviews and provide feedback on the Commercial performance of the project
Participating in Supply Chain Management Forums in Enterprises Division and Eskom
Ensuring effective working relationships with Treasury, Legal, Account Payable Systems and other functional disciplines
Qualifications of the Candidate
Requirements
Bachelors Degree in related field and/or ten years Commercial experience.
Skills
Recognised knowledge of contracts and contractual terms
Excellent interpersonal and negotiation skills
Strong presentation and communication skills
Sound project management and understanding of the international and local contractor environment
